EXECUTIVE FINDINGS

Markets across the assessed flood-affected areas are trading, but their recovery remains uneven and supply capacity is fragile. Of 117 traders interviewed across eight municipalities, 64 described their markets as fully operational, 43 as partially operational and 10 as closed. However, 114 respondents reported that their main supply routes were closed or only partly open, 95 reported no or only partial supplier replenishment, and 72 estimated that existing stocks would last less than one week if deliveries stopped. Only 31 traders said they could fully meet increased demand associated with cash assistance within two weeks. Market operation should therefore not be treated as equivalent to readiness for cash-based assistance at scale.
