South Sudan Subnational Cluster

These Terms of Reference (ToR) define the mandate, scope, structure, membership, working methods and accountability lines of the sub-national Nutrition Clusters in South Sudan. They are intended to:
•
Provide a common and predictable basis for how nutrition coordination operates at State level, so that partners, authorities and the national cluster share the same expectations.
•
Establish clear and articulated lines of accountability between the sub-national and national levels of the Nutrition Cluster.
•
Set out a clear reporting and information-sharing mechanism, including the sequencing between sub-national and national meetings.
•
Define the prioritised set of cluster functions the sub-national platform is expected to deliver, recognising that it will not mirror every function of the national cluster.
•
Serve as the reference against which the performance of the sub-national cluster is monitored and reviewed.
This ToR governs the coordination platform. It is complemented by, and should be read alongside, the individual scope of work of the Sub-National Nutrition Cluster Coordinator and of any co-coordinator or information management focal point, which are separate documents.
