Developing countries are confronting a “new normal” of compounding shocks. The Middle East conflict is transmitting globally through higher energy, food and fertilizer prices, trade disruptions, transport costs and financial volatility. Impacts vary according to countries’ external exposure, domestic vulnerabilities and capacity to respond.

Countries with the weakest buffers face the greatest development losses. Rising prices, debt-service burdens and borrowing costs are forcing governments into a difficult trade-off: subsidies and price controls protect households but strain public finances, while allowing prices to rise requires targeted support for vulnerable groups. Nearly 70 percent of reported government interventions involve subsidies, price caps or rationing, and more than half of requests to the UN relate to financing these responses.

Countries increasingly seek support beyond emergency relief, including better diagnostics, fiscal analysis, vulnerability monitoring, targeted social protection and resource mobilization. The UN is responding through coordinated analysis, policy advice, stronger data and delivery systems, and catalytic financing. The brief calls for affordable finance and coordinated international action linking immediate stabilization with stronger institutions, resilient food and energy systems, and long-term investment.
